Because I'm nothing if not a devotee of wuss core, Clem Snide's "All Green" instantly comes to mind:
Summer will come
All green and sweetened ice tea
Summer will come and be all green with the sweetness of thee

Or Semisonic's "Falling," set at the top of a ferris wheel:

High above the mid-way lights
High above the rides, you, me and the sky
The whole world looks small tonight
And you said that we could never really fly

Roxy Music, "Oh Yeah"

Some expression in your eyes
overtook me by surprise
where was I
how was I to know ?
How can we drive to a movie show
when the music is here in my car ?

There's a band playing on the radio
with a rhythm of rhyming guitars
they're playing
oh yeah
on the radio.

And so it came to be our song
and so on through all summer long
day and night drifting into love.
Driving you home from a movie show
so in tune to the sounds in my car.

There's a band playing on the radio...

It's some time since we said goodbye
and now we lead our seperate lives.
But where am I
where can I go ?
Driving alone to a movie show
so I turn to the sounds in my car.

There's a band playing on the radio
and it's drowning the sound of my tears.

I'll see that "Oh Yeah" and raise you "Oh Yeah" by Ash.

Oh yeah, she was taking me over
And oh yeah, it was the start of the summer

Hooray for this thread reminding me about songs I love and haven't heard in forever!

I can't believe I forgot the Beach Boys' "All Summer Long":

Every now and then we hear our song
We've been having fun all summer long

Sigh.

Not necessarily all romantic:

The Breeders: "Summer Is Ready When You Are"
Aerosmith: "Girls of Summer"
Don Henley: "Boys of Summer"
Will Smith: "Summertime"
Alice Cooper: "School's Out"
The Hold Steady: "Constructive Summer"
Sonic Youth: "Creme Brulee"
Michael Jackson: "Farewell My Summer Love"
Bob Dylan : "In The Summertime"
Scott McKenzie: "San Francisco"
Stevie Wonder: "Never Dreamed You'd Leave in Summer" & "Summer Soft"
Telekinesis: "All of a Sudden"
Van Halen: "Summer Nights"

My teen years were not filled with much romance, I gotta say. Now that others have posted some non-romantic summer songs, I am free to mention that XTC's Skylarking is my ultimate summer album, and the opening combo of "Summer's Cauldron" (with the crickets chirping) straight into "Grass" instantly makes me visualize my hometown's city park, and throwing the frisbee in the hazy, 90% humid afternoon sun, watching the frisbee hang in the air forever, cuz the air was so thick.

Things we did on grass.

Skylarking evokes for me the summer of 1987, my favorite summer from my youth. "Summer's Cauldron" -> "Grass" is a gorgeous pastoral, and very romantic ("Over and over we flatten the clover").

That said, my teen romance was largely of the yearning sort, with occasional forays into awkward fumbling. Though it's true that in the summer of 1987 I dated a girl I met playing Galaga. We were both very good at Galaga. A few weeks later we got close watching Oliver North's testimony. By fall it was over. I started eleventh grade.

Hüsker Dü, "Celebrated Summer"

Remember when the first snowfall fell
And the summer barely had a snowball's chance in hell?

How can I post photo of romance scamer on yahoo to alert others?
I met someone on match.com. He had a profile and photograph. He began to send me e-mails, and invited me to open a yahoo account so we could communicate via IM. It turns out he is a romance scamer and is still using yahoo to draw in his victims.

"Celebrated Summer" is pretty epic, and of course Eddie Cochran's "Summertime Blues."

But this is my go-to indie rock/mid-90's college radio summer anthem:
