I'm no oenologist, but I've always had good reasonably priced wines at the nice restos in town (Lombardino's, Harvest, L'Etoile, etc.). We typically order a mid-range bottle or go with pairings if we are out for a nice dinner. Otherwise, I've enjoyed the wines by the glass at Weary, Papavero, Magnus, The Icon, etc.
I don't frequent wine bars, and I don't usually choose a place based solely on their wine list. I can attest that the Barrique's tastings are a great deal and fun, sometimes they are even free.http://www.barriquesmarket.com/wine_tastings.aspx
