Mayor Makes Himself Planning Dictator

Postby Genie » Wed Feb 07, 2007 4:53 pm

The Mayor has reorganised the Plan commission. Now it will answer directly to him. No problem getting the trolleys through now.

The plan, already funded with more than $1 million in the city budget approved in November, reorganizes the city's Department of Planning and Development into a Department of Economic and Community Development...

An economic development director, who would report directly to the mayor, would oversee the city's development tools, including tax incremental financing and federal block grants.

The Department of Planning and Development is going through a reorganization, not the Plan Commission.

Hey Genie
In case you weren't aware, guess who state statute already empowers to appoint the Plan Commission? Yep, you guessed it.

The mayor.

16.01 goes even farther than that . . .
(2) Composition . The City Plan Commission shall consist of nine (9) voting members. The Mayor or his/her designee shall serve as a member of the commission. The other members shall be three (3) members of the Common Council and five (5) citizens. The Mayor, at the annual organizational meeting each year, shall indicate to the Common Council whether he/she will serve as chairperson of the Plan Commission or inform the Common Council of the name of his/her designee. The Mayor may elect to assume membership on the commissionat any time. In the event the Mayor names a designee, the commission shall elect one (1) of its members to be chairperson. Three (3) of the members of the Plan Commission shall also be members of the Long-Range Transportation Planning Committee.
