TPM continues its supberb coverage, linking to the excellent Shepard Express editorial:"Making Sense of the Georgia Thompson Ruling"

What escaped my attention until this piece is why was this case in federal court, rather than state court, in the first place, and then why in the eastern district (Milwaukee)--Thompson was a state employee who lived in Madison.
Finally, why does Peg Lautenschlagger continue to defend Biskupic? (I say that as one who backed Peg, btw.) Her office as well as that of Dance County DA Blanchard reviewed Thompson's case and determined not to press charges. So why defend Biskupic's decision to charge in federal court and the federal court in Milwaukee at that, especially given evidence "beyond thin"?
