The DNR's Green Tier was supposed to streamline regulatory efforts and allow more leeway for busninesses to comply and self-enforce environmental regulations. Environmental groups thought that might be OK.

Now enviros are crying foul--they say the proposed plan goes beyond this mission and eliminates the power of the DNR to monitor industry and that the law would give immunity to polluters.

Anybody got the skinny? It's off to Doyle for signature.

The proposed program goes way too far in providing regulatory relief to permitted entities. The whole idea of "self permitting" is repugnant, as is the "limited liability" concept. However, these concepts were in the proposal from day one. The mistake made by environmental groups was to participate in the discussions at all.
