Secrecy pledges!

As legislative leaders secretly developed new election maps last year to strengthen their majority, Republican lawmakers were told to ignore public comments and instead focus on what was said in private strategy sessions, according to a GOP memo that became public Monday.

Other newly released documents also show almost all Republican lawmakers signed legal agreements promising not to discuss the new maps while they were being developed.

All the agreements were also signed by Eric McLeod of Michael Best & Friedrich, one of several attorneys who advised lawmakers on the maps. Legislative leaders have committed $400,000 in taxpayer money to pay Michael Best and the Troupis Law Office for their work on the maps.

McLeod has drawn attention in recent months for providing legal services to state Supreme Court Justice Michael Gableman under an arrangement in which Gableman did not have to pay.

Vos looks like a fool trying to spin this:
The memo was prepared for one-on-one meetings Vos had with Assembly Republicans in June and July.

"Public comments on this map may be different than what you hear in this room. Ignore the public comments," the memo said.

Vos said Wednesday he told members he knew Democrats would allege their maps were unconstitutional and they should ignore such comments. He said he did not know why the memo said to ignore public comments, rather than to ignore Democratic comments.


the public? Democrats? ignore them all. They don't have to listen to you.

Two legislative aides are still working out of Best and Friedrich's offices, even though the redistricting maps are all drawn and approved.

Like the legislators, [the aides] signed confidentiality agreements, which became public on Thursday. The two signed the agreements in July 2010, six months before Republicans took over the Legislature.

It said any documents they produced [just redistricting documents?] had to be marked as confidential and could not be shared with others. Since then, however, the panel of federal judges has ordered what they produced to be turned over to the Democrats suing them.

Their agreements say they were working at the direction of Michael Best attorneys. But Scott Fitzgerald contended [one of the aides] answered to him.

"He does what I tell him to do and when to do it," he said.


They're state employees? Yep. Hidden away at the R's law firm? Why?

Possibly to avoid the FOIA, for one thing.

From further down the same blog page, we have a short discussion on the topic "How's it going with those recall signature challenges, anyway?":

...when it comes to the matter of duplicate signatures and fakes:
*The Moulton petition challenged 265 signatures as duplicates, though noted no fake names.
*Galloway challenged 403 duplicates, though noted no fake names.
*Fitzgerald challenged 205 duplicates, and one fake name that was only noted as having the last name of a well-known slang usage of "sucker."
*Wanggaard challenged 137 duplicates and no fake names.


Fake signatures? Where are all the fake signatures??

They know they need to do better than that, so they're trying to change the boundaries of the districts ahead of time so more signatures can be disallowed on the basis of address.

I think 'shameful' is the judicial equivalent of 'shithead':
A three-judge panel on Thursday told Republican lawmakers to turn over 84 documents to a group of Democrats in a blistering order that said Republicans had engaged in a "shameful" effort to keep its efforts hidden from the public.

The three-judge panel for the eastern district federal court said the documents involve advice on political, not legal, strategy and therefore are not protected.

The judges said Republican lawmakers made a "poorly disguised" attempt to "cloak the private machinations of Wisconsin's Republican legislators in the shroud of attorney-client privilege."

The judges called it a "shameful attempt to hide the redistricting process from public scrutiny."

A trial in the case is scheduled to begin Tuesday.

Present speculation is the emails the Repubs wanted to withhold concerned how best to divide up Hispanic voters. If redistricting is done with that intent, of course, it is not legal.

Here's a link to copies of some of the now-released emails. I haven't gotten all the way through them yet. Anybody know Latin?

You mean the quote in the email?

That's the first part of an important phrase in the Latin mass: "Lamb of God, who takes away the sins of the world." Traditionally the priest intones this, and the congregants respond "Miserere nobis" ("Have mercy on us") or "Dona nobis pacem" (Grant us peace). Since the emailer only quoted the call, it's hard to know which response they were thinking of--but either way, it's a call to have one's sins forgiven.

That's interesting reading. So a heat map in this context must be what I've always called a density map.

Good ol Zeus Rodriguez. Gotta love the guy. Runs two businesses AND a nonprofit, and he's still got time to do all this redistricting stuff for free.
