The height of a balcony railing (wire or not) is defined by code, not by the bar or club. Same with the spacing of the individual wires. They purpose is safety and, secondarily, liability. Sometimes the results are less than optimal in terms of appearance or convenience, but there's pretty much no way around the codes -- if you aren't up to code they can close your business until you fix it.

Probably better than drunks falling over the edge.

Don't hate on the pool players! Pool is fun.

I kinda figured, but I don't think I've ever been to another balcony that has that obstructed view. It is probably why they made it cable and not bars.
