During times of war in the past, yes, it was transfered from the Department of Transportation to the Department of Defense(or War Department) under the Department of the Navy.

In times of peace we operate as part of the Department of Homeland Security, serving as the nation's front-line agency for enforcing our laws at sea, protecting our coastline and ports, and saving life. In times of war, or on direction of the President, we serve under the Navy Department.

thx..but another dump question by a euro...where did it belongt to before 9/11? the HS department didnt existed before..did it?

Before the Department of Homeland Security it was part of the Department of Transportation.

As a whole it remains under the DHS, but some elements have been deployed and are being run by the DoD.

We don't have "official" wars any more. WWII was the last one.

Nowadays, the process of actually having Congress declare war is not seen as worth bothering with. Or perhaps having a formal "Declaration of War" by the sole superpower against a pathetic third-world regime is too embarrassing to contemplate.

Actually, Congress did officially declare war on Panama.
Which leads to the obvious question: who controlled The Coast Guard during Operation Just Cuz?
