That reporter (on CNN, quoting some anthropologist) had apparently never heard of the Great Kanto Earthquake of 1923:
No one is looting because in the hardest hit areas there is nothing to loot. Also, unlike post-Katrina New Orleans, the stores in other areas that have food etc. are open and giving their stock away, rather than locking everything up and standing over them with shotguns. That may have something to do with it, too.
