Only Congress has the power to declare a war. They did not do so.

Is the "War on Drugs" a real war? If so, does that mean drug dealers (including those who sell small amounts of pot) are also "enemy combatants"?

That is also how he ended the "War on Drugs". He said it couldn't be called that anymore, and so folks can now say it is all over.

But other than the names, what exactly has changed in either the War on Terror or the War on Drugs under our current president?

Many people have died in the U.S. because of the War on Drugs. Maybe more than as a result of the War on Terror.

Hen V and Mr. Wack: How would you define "enemy combatant"? Does there need to be a formally declared war? And if not, are the individuals President Obama targets and kills with drones simply global criminals?

Come to think of it, perhaps "enemy combatant" is too good a term for these guys. It glorifies them in their own minds. Yo, dude, I ain't just some petty murderin criminal gangsta, I'm an enemy muvah fckin comBATant of the fckin Yoo-nighted States of AmeriKKKa. How dare you read me my muvah fckin rights like they do for punk criminals in Chicago and DC.

Not sure how it is legally written, but basically an enemy combatant is anyone who the President wants to see killed and/or imprisoned.
