While riding from downtown I came across a bike on the grassy strip near the curb in a residential hood.
Except for a few rust spots on the frame, it seemed to be in decent ridable shape. Inflated tires, oiled chain, nothing stripped and a reg sticker from 2007.
It's probably gone by now but I was thinking of going back in my van to search for and taking it if it's there. (I could use a set of "new" pedals.)
I think there are one of three possibilities.
1) The owner got another better bike and put this one out there.
2) It was stolen and left there.
3) A landlord found it and put it there.
What do you think?
What would be the right thing to do?
I'd hate to steal someone's bike by accident.

Check with the city. Ask if they can contact the owner, based on the registration sticker. Ask if you can have it if there's no response in 2 weeks.

Lots of bikes get stolen and dumped within an hour or so. it's quite possible the owner would like it back, but maybe not.
