Finding out if others do the same thing is pretty standard procedure. I don't have all the facts, obviously, but typically in civil service termination cases, the employee should have received at least one warning, that has been documented, that the violation in question is a work rule violation, and any subsequent violation may be grounds for discipline up to and including termination.
So if MPD has done all their due process and Heimsness was dumb enough not to heed the warnings.....I'd say there is good cause for dismissal.
