UP: Sierra Club. The environmental group wins its battle to reduce emissions at the UW's Charter Street plant. The state, to settle a Sierra Club lawsuit, agrees to reduce coal-burning at the plant by 15% beginning Jan. 1. It will also review emissions at 12 other coal-burning plants and improve operations if necessary.
DOWN: Wal-Mart Supercenter. The retailer puts plans to build a 155,000-square-foot Supercenter in Stoughton on hold, as part of a companywide review of its move to mega-stores. Plans for a similar store in Monroe are also uncertain. Many Stoughton residents have protested the Supercenter, but city officials say they are ready to continue building.
