UP: Homeless. Dane County announces a number of initiatives to help the homeless, including nearly $150,000 in extra funding. The county will use the money to operate a year-round warming shelter at the Salvation Army and to start a new job-assistance program.
DOWN: WYOU and City Channel 12. A bill to end funding for public access and government cable TV channels within three years passes the state Assembly. The bill also does away with the individual franchise agreements negotiated between municipalities and cable operators, in favor of a single, statewide franchise. The bill, passed earlier by the state Senate, now heads to Gov. Doyle.
