On the Agenda: Human Services budget, homeless shelter, DA funding

Budget hearings on Human Services

Dane County Executive Kathleen Falk holds her annual budget hearings on the Human Services Department. Because the department accounts for half the county's more than $400 million budget, it gets two days of hearings. The first night covers senior care, Badger Prairie and mental health. The second, people with disabilities and child welfare.

The council will vote to approve the appointment of Bill Clingan as community development director. Must be a relief for Clingan, whose nomination as economic development director caused a furor in the business community and forced him to withdraw.

The council will also look at a plan to reject an offer of free land on Park Street from the U.S. Army for a homeless shelter. The city will instead buy the land and likely use it for private development. Under the proposal, it will then give land owned by the Water Utility on Nakoosa Trail to Porchlight for a shelter. There are some complicated dealings with who's paying what for how much, but it ultimately boils down to the city paying for a homeless shelter it could have gotten for free.

The County Board considers a resolution urging the state to better fund district attorneys' offices; a recent audit found Dane County's DA office to be understaffed by eight positions.
