Downtown business owners get together to discuss plans for Halloween on State Street. The mayor's office, police department, and parks division will make presentations on the event's logistics, including fencing, parking and ticketing. A representative from Frank Productions, which secured the band O.A.R. to perform on Freakfest's main stage, will also be on hand. Freakfest takes place Saturday, Nov. 1. Tickets are $7 in advance, $10 the day of the event.

The commission begins reviewing the proposed operating budget for Madison Metro, which includes a 25-cent cash fare increase. Raising fares would prevent service cuts and cover the rising cost of fuel. Mayor Dave Cieslewicz, meanwhile, is floating an idea to raise fares by 50 cents, to $2. Doing so would bring in an extra $650,000, which Cieslewicz wants to use to restore past service cuts.
Metro plans to hold a public hearing on the various proposals, likely sometime in November.

Yeah, there's not much. Some zoning petitions. Kinda anti-climatic after last week's excitement, when the board passed a countywide smoking ban and mandated that county contractors offer domestic partner benefits.
