Northside Planning Council up, Overture Center down

UP: Northside Planning Council. The neighborhood group celebrates its 15th anniversary. Over the years, the group has led efforts to build the Warner Park Community Recreation Center and the Troy Gardens community gardens and co-housing project. The group also helped bring a grocery store back to the north side, add a farmers' market and expand Lakeview Library. Not bad for 15 years.

DOWN: Overture Center. A group of local business and community leaders recommend drastic changes for the financially troubled arts center. The group, led by University Research Park director Mark Bugher, says Overture faces a $3 million budget shortfall and needs money from Dane County to help plug the gap. Dane County currently does not contribute anything. The group also says Overture should reduce staffing and book touring acts with broader appeal.
