UP: Heroin use. Dane County has logged 16 heroin deaths this year, twice last year's total. Officials also report an increase in people driving after they've shot up with the drug. Sgt. Gordy Disch of the Dane County Narcotics and Gang Task Force says police have pulled drivers over to find "they still have the needle in their arm." There were 86 reported overdoses this year, up from 61 in 2009.
DOWN: Property owners. Because the growth in new property has declined, property owners will see their tax bills increase even though their property assessments do not. "We're in a falling-value market," Dane County Treasurer David Worzala tells the Wisconsin State Journal.
