UP: National Wildlife Health Center. This obscure laboratory received national attention as one of two labs testing birds that mysteriously dropped from the sky in the south on New Year's Eve. The lab found that the birds in Arkansas died from crashing into buildings and the ground, possibly after becoming disoriented by fireworks.
DOWN: Fair elections. After taking control of the governor's office and Legislature, Republicans hired two law firms with Republican ties to help with redistricting. Democrats cried foul. "This is not what the people of Wisconsin want; this is not the bipartisanship that we've been trying to work on," Assembly minority leader Peter Barca (D-Kenosha) told the Wisconsin State Journal.
