Recycling up, Poor adults down

UP: Recycling. One of Gov. Scott Walker's proposals finally gets some resistance from Republicans when Rep. John Nygren (R-Marinette) questions the call to kill state funding for recycling programs, along with the mandate to recycle. Without the $32 million a year provided by the program, communities will likely spend more building new landfills. "We're not going to just blindly rubber-stamp everything," Nygren tells the Wisconsin State Journal. Now, why would anyone get that idea?

DOWN: Poor adults. Wisconsin is freezing enrollment in the new BadgerCare Basic plan, which gives barebones health coverage to adults without children, and hiking monthly premiums from $130 to $200. The program, which started last July, has lost $1.6 million. The state will also probably force more people enrolled in Medicaid to pay co-payments and premiums, and increase the amount for those who already do so.
