UP: Dane County. A five-year insurance plan with Physicians Plus - which includes increased employee contributions - will save the county more than $1 million next year, helping it close an $8 million deficit for 2012.
DOWN: Property values. The state Department of Revenue reported this week that property values around the state dropped 1.8%, or $5.7 billion. This is the third straight year that property values have declined.
