Scott Walker up, Wisconsinites down

UP: Gov. Scott Walker. The governor gets credit for the dramatic changes he spearheaded in Wisconsin when The Governors Journal names him governor of the year.

DOWN: Wisconsinites. The state Department of Administration releases details of how it will cope with $123 million in budget cuts by July. Hardest hit are the University of Wisconsin, which loses $46.1 million, the Department of Health Services, which loses $18.5 million, and the Department of Corrections, which loses $9.4 million. Programs that will be cut include sex offender management, criminal history searches and children's health insurance. 'Tis the season.
