Prosecutors up; Chris Taylor down

UP: Prosecutors. Wisconsin received $30.2 million from the national settlement with five major banks accused of defrauding homeowners, of which $24.3 million went toward the general fund. Gov. Scott Walker promised to use the rest to help homeowners facing foreclosure. But the Wisconsin State Journal reports that the Department of Justice is using $2 million of the money to boost the salaries of attorneys and county prosecutors around the state. Milwaukee Mayor Tom Barrett protests that the money was intended to help homeowners.

DOWN: Chris Taylor. The Democratic state representative from Madison has been placed on the Capitol Police's protester watch list, as part of Capitol Police Chief David Erwin's ongoing crackdown on peaceful demonstrators. Taylor, who has been critical of the chief, tells The Capital Times: "I'm really kind of thunderstruck that they're keeping such a thing. This looks like a blacklist to me of people who are exercising their constitutional rights."
