UP: Scott Walker. Larry Sabato, a political science professor at the University of Virginia, names the governor the frontrunner in the race for the GOP presidential nomination in 2016. In an interview with The Capital Times, Sabato says Walker has two big advantages: cultivating a national fundraising base during the recall effort and being the governor of a predominantly white state. White people will be an increasingly vital demographic for Republicans.
DOWN: The University of Wisconsin System. The system draws the ire of state legislators by accumulating $650 million in reserves while raising tuition 5.5% annually since 2007-08. At a hearing Tuesday, state Assembly Speaker Robin Vos (R-Burlington) tells UW officials: "Continually, time after time after time, you have embarrassed the state of Wisconsin."
