UP: Startup companies. The Legislature unveils a bipartisan bill that would create a venture capital fund with $25 million in state money and $50 million from private sources. Sen. Alberta Darling (R-River Hills) tells the Milwaukee Journal Sentinel: "We think this sends a strong message to the whole state that we're serious about job creation."
DOWN: African American men. Employment & Training Institute releases a study showing that Wisconsin's prison system has the worst racial disparity in the country. The state has incarcerated 12.8% of its African American males, twice the national average. Oklahoma is a distant second, with 9.7% of its African American men in jail. Here's another way to look at the numbers: One in eight of the state's black men is locked up, compared to one in 81 white men.
