Mike Koval up; Mike Ellis down

UP: Mike Koval. The Madison Police and Fire Commission names Sgt. Mike Koval the city's new police chief. Koval, 55, previously led the department's recruiting and training program. Koval beat out 20 other applicants for the job, including finalist Capt. Carl Gloede, who heads the central district.

DOWN: Mike Ellis. State Sen. Mike Ellis (R-Neenah), Senate president, is exposed by conservative rabble-rouser James O'Keefe, talking in a secret recording and video (made at Madison's Inn on the Park) about setting up an illegal political action committee in order to attack his Democratic challenger, state Rep. Penny Bernard Schaber (D-Appleton). Ellis -- who is 73 and has served in the Legislature since 1970 -- later announces he won't seek reelection.
