UP: Central Library. Philanthropist Jerry Frautschi pledges $500,000 toward the renovation of Madison's downtown library. The city also increases its contribution in next year's capital budget from $15 million to $19 million.
DOWN: Edgewater Hotel. In his proposed $196.6-million capital budget for next year, Mayor Paul Soglin cuts aid for the hotel's redevelopment project from $16 million to $3.3 million. Robert Dunn, president of Hammes Co., tells the Wisconsin State Journal: "In order to go forward, the $16 million is needed."
