UP: Gun toters. Gov. Scott Walker is expected to sign into law a bill that lets people carry concealed handguns and other weapons. The law allows people 21 and older to get a permit by paying a small fee, showing they've had firearms training and proving they're not felons.
DOWN: Wisconsin. The state Assembly and Senate approve the controversial $66 billion budget, which slashes spending on several frivolous items, including public schools by $1.6 billion, Medicaid by $500 million, university funding by $250 million and municipal revenues by $77 million.
