In the end, the most enjoyable aspect of this year's Halloween party on State Street was the costumes, just as it should be. Though crowd sizes were down and the western end of the street was lit up like a B-horror movie set by the police floodlights, a full spectrum of costumes remained in evidence. It is this spectacle, after all, not the kind involving confrontations with police, that made Madison a byword for Halloween in the first place.
