The dates and locations of the The Wisconsin Capitol Police have issued a list of 20 points that list the details and conditions of two shoots planned for the building and its grounds. These are:
- The Capitol is a public building as well as an office building. Access must be available for all employees of the building.
- The North hearing room will be used with the approval of the Assembly Chief Clerk.
- Other locations to be used are as follows:
- West Wing Ground floor hallway
- 2nd floor Hallway area by the North Hearing room
- Stair case
- Outside State St. Area
- Wisconsin Ave. outside
- Possible other locations as agreed upon with the State of WI
- East Washington Drive will be used for supply vehicles and equipment trucks.
- Insurance to be filed with the state prior to start of project.
- Set updates May 2nd at 7am and May 7th after 6 pm. Filming dates May 2nd interior and May 8th exterior.
- Officers/volunteers will be available to keep area clear when "rolling"
- Prescheduled Tours of the Capitol building will be allowed to go through the Building on dates of filming. Every effort will be made to contain the tours as well as keeping the volume as low as possible.
- Three rooms have been reserved for your use -holding areas, etc. ---

- Work day may begin at 5:00am May 2nd and end at 7am on May 3rd. Access will be allowed to film crew during these times. Work day may begin at 5:00am and end at midnight May 8th.
- Furniture from the Assembly will be hauled and stored by the production company. Arrangements must be made with Rick Skindrud prior to removal of furniture.
- Special effects may be used to create a "smoke filled" room. Special effects used must be such as not to damage any part of the building, including paintings, furniture, walls, fixtures and other items.
- Equipment may be checked by the Capitol Police prior to entry of the Capitol Bldg.
- No firearms will be allowed into the Capitol bldg. Any prop firearms must be inspected by the Capitol police. An officer may be assigned to the prop manager.
- The City of Madison must be contacted for use of Madison city streets and parking.
- All movie employees must have a photo I.D. displayed.
- State Street upper sidewalk and Wisconsin Avenue outside areas will be used for filming.
- The use of prop 'cigarettes' will be allowed during filming only.
The application also details reimbursement fees for state workers whose services will be utilized during the shoots. These run $40.50 per hour for building maintenance, $42.50 per hour for police officers, police supervisors, and electrical technicians, and $75 per hour for electricians, with overtime set at time-and-a-half. It was approved by the Capitol Chief of Police on Wednesday, April 30, a mere one day before the first scheduled set up for a shoot on May 1. It's also long past the Capitol Police's general 30-day advance notice request for building-use permit applications, though this is not a strictly-held rule.
While the list of details from the Capitol Police indicates that the exterior shoot will be on Thursday, May 8, the cover sheet indicates that it will be Monday, May 5, so the exact date is not definitively indicated. Details about the shoot outside of the Capitol, with slated locations to include the Wisconsin Avenue and State Street steps and entrances, confirms information sent in calls to extras from the Madison area, who will be working on a sequence titled "Justice Steps." There is no word on whether or not either of the film's main stars -- Johnny Depp or Christian Bale -- will be present for either of these shoots, and it is studio policy not to divulge this information per standard security procedures. However, given the focus in Public Enemies on the efforts of the FBI to track down and dispatch Dillinger and his gang, and the interest of the production during its scouting phase to the Capitol for Washington, D.C. locations it's possible that Christian Bale (as G-man Melvin Purvis) and Billy Crudup (as J. Edgar Hoover) could be a part of these shoots.
Public Enemies is in the midst of a busy primary production schedule around Wisconsin, with ongoing and upcoming shoots set for Manitowish Waters, Mirror Lake State Park in Sauk County, Beaver Dam, Columbus, Milwaukee, and Madison.
