Enbridge proposes to increase the capacity of its pipeline running through Wisconsin, from around 400,000 to 1.2 million barrels of oil a day. Named Line 61, it caries unrefined tar sand, a sludge that requires numerous pumping stations along the line, including one in Waterloo. Activists are seeking that Dane County officials to require the company be insured in case of an accident on Line 61.
